Purpose of the function:
In the framework of a three year consortium project, “ Beyond the barriers. Promotion of a gender sensitive and sustainable rural development to ensure the food security and resilience of vulnerable communities of the West Bank”, the Project Manager (PM) will specifically ensure efficient management, coordination and facilitation of the implementation, monitoring, reporting and evaluation of the project and will contribute to the implementation of Oxfam’s country strategy in close co-operation with local partner organisations and other Oxfam affiliates.
In this framework, Oxfam is looking for a Project Manager (PM) to manage the three-year project Beyond the barriers. Promotion of a gender sensitive and sustainable rural development to ensure the food security and resilience of vulnerable communities of the West Bank, financed by the Italian Cooperation (AICS). This three-year project aims at strengthen the inner and networking capacities of herders’ and Bedouins’ communities living in Area C and in the Seam Zone of the West Bank of protecting, developing and advocating for community-based resources and livelihoods opportunities with a special attention to women economic and social empowerment. Specifically, the project encompasses four components. The first one aims at increasing quality and availability of veterinary services through a combination of community-based and high quality service delivery approach for enhancing preventive animal health and sustainability of small ruminant livestock sector. The second one tackles the high fodder price increasing communities’ capacities of accessing fodder through improved grazing area management and innovative cooperative mechanisms. The third component aims at increasing abilities and resources of communities - especially women – to develop alternative income generation and access to markets. Finally, the fourth component wants to increase the capacities of target groups to participate in gender-sensitive policy dialogues on matters related to their livelihoods and raised the awareness of national and international stakeholders on the right to sustainable and gender-sensitive rural development and food security for vulnerable Bedouin and herders' communities in Area C and Seam Zone.
The project is implemented by Oxfam and GVC and the local partners Palestinian Livestock Development Center (PLDC) and Rural Women Development Society (RWDS).
The Project Manager position will lead the programmatic, management and partnership aspects of the above-mentioned intervention financed by the Agenzia Italiana per la Cooperazione allo Sviluppo (AICS). As a key role within the Oxfam Country programme, the position will be based in Ramallah, with regular travel to programme sites. He/she will oversee effective management and relationships with partner organizations, manage the intervention throughout the project cycle, including budget management (including expenditure planning and expenditure monitoring), lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation. In addition, the PM will also identify scaling up opportunities and new project ideas in line with the thematic area.

A competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from 126,309 – 189,463 ILS , - on the basis of a 40 hour working week. In addition, there is an attractive benefits package including pension, expensive country allowance, medical insurance, holiday allowance.
