National Erasmus+ Office (NEO) in Palestine announces the following vacancies for its office in Ramallah.
Title: NEO Deputy Director (DD)
Location:Ramallah

Main Tasks and Responsibilities:
1) Firstly: Information and promotion activities.
NEO Deputy Director will carry out the following:
- Organize information/contact meetings, seminars for potential applicants.
- In close cooperation with other NEOs and/or with Erasmus+ National Agencies in Programme Countries, assist local organisations in search of national or foreign partners, as well as foreign organisations in search of local partners.
Secondly: Assistance to potential applicants and to beneficiaries.
NEO Deputy Director will carry out the following:
- Assist organisations (higher education and other type of institutions) as well as individuals (students, university staff, professionals, etc.) involved in Erasmus+ activities (in relation to visa, tax, insurance, importing equipment, contacts with local authorities and the EU Delegation, etc.).
- Promote cooperation, enhance synergies and support the exchange of good/best practices between Erasmus+ projects active in the partner country.
Thirdly: Selection, monitoring and dissemination of Erasmus+ and former Tempus IV projects including through field visits.
NEO Deputy Director will carry out the following:
- Assist the director in monitoring the implementation of Erasmus+ and on-going Tempus IV projects in the partner country and contribute to the dissemination of their results.
- Assist the NEO Director in conducting field monitoring visits of Erasmus+ and on-going Tempus IV projects throughout Palestine.
- Prepare and submit field monitoring reports to the EACEA, including recommendations for the follow up of projects
- Following up the field monitoring schedule for the various components of Erasmus+
Fourthly, Support to the team of Higher Education Reform Experts (HEREs).
NEO Deputy Director will carry out the following:
- Assist in coordinating the local activities of the team of Higher Education Reform Experts; and in ensure the efficient local follow-up and dissemination of information abroad
- Assist in establishing the annual work programme for HEREs, implement the budget and monitor their activities.
- Assist in preparing reports on the activities implemented by the HERE team for EACEA and the Commission services.
Fifthly, other higher education related activities.
NEO Deputy Director will carry out the following:
- Take part in attending, if necessary, specific training, conferences, seminars related to the Erasmus+ programme to improve NEO staff knowledge and to raise awareness among institutions and stakeholders involved in the Programme.
- Disseminate any relevant information regarding Calls for Proposals launched in the context of EU programmes and initiatives in higher education that are relevant for the organisations and/or nationals from the Programme Country.
- Assist in Liaising with local authorities in cooperation with the EU Delegation.
- Assist in the Provision to the Commission and the EACEA contributions to studies, analytical/ statistical reports, etc. related to higher education (and possibly to other levels of education if relevant).
- Assist in the Provision to the Commission and the EACEA support for the preparation, organization and hosting of meetings and events.
- Assist in the support to Policy Dialogue activities in the field of higher education launched by the Commission services.
- Assist in the provision of the updated information about the Palestinian higher education sector
- Assist in other tasks requested by the EACEA or the Commission.
Financial Tasks:
- Work closely with project officers over the project implementation planning and cash flow projections;
- Prepare budget revision in close coordination with the NEO Director
- Ensure that financial records are backed up ;
- Work closely with EACEA finance team and internal and external auditors;
- Work closely with the NEO Director to implement, improve and maintain financial management policies, systems, structures, and procedures for the program ;
- Ensure the smooth day-to-day running of the finance office ;
- Plan and supervise work of the program-related finance staff ;
- Coordinate compiling of NEO monthly financial reports for submission to EACEA
- Timeliness in sending the accounting and administrative documents to EACEA
- Assist the director in the drafting of financial reports and proposals for projects to the donors for financial and administrative part
- Travel as necessary within the West Bank to ensure proper use of the budget
- Prepare draft contracts with stakeholders
- Working with the NEO Director, to assist in the consistent and accurate Human Resource administration/documentation, including personnel files, contracts, job descriptions, recruitment, insurance, disciplinary measures, annual leave and sickness records
- Follows work contracts and administrative records of national staff;
- Establishes an annual training plan after and analyzes individual assessments, taking into account the --- and mission strategy. And ensures its implementation;
- Ability to analyze and apply the right local labour and local administrative formalities;
- Knowledge of: Labour, Tax, Social, regulations for opt and Internal Controls;
- Implement the code of conduct and ensures its implementation.
Other Tasks:
- Responsible for taking and distributing meeting minutes
- Responsible for receiving and maintain proper inventory records of all project property
- Petty cash custodian, disburse petty cash according to NEO policy
- Prepare weekly petty cash reconciliation
- Monitor office supplies and stationary
- Assist the staff in organizing events and workshops
- Perform other duties as assigned by the Director
Requirements:
- Master of public relations or Business administration
- IT Professional
- 5 years of experience
Skills required for the position:
- Strong planning and coordination skills
- Fluency in English (written and spoken).
- Excellent technical reporting skills.
- Good interpersonal skills including the ability to listen and conflict resolution.
- An ability to work under pressure.
- Computer skills.
